Description
This position is in the unclassified service. The incumbent is appointed and reports to the Director of Development Services in accordance with Chapters IV and V of the City Charter.
Knowledge, Skills & Abilities
The City of Hartford seeks a candidate who has an ability to commit to the mission, vision, and values of the City and the community it serves. The ideal candidate would possess the following:
Considerable knowledge of:
- Housing markets, property management, construction and rehabilitation, and the mechanics of property taxing and real estate finance.
- The principles and practices of modern personnel management, public administration and budgeting.
- Fundamental research design and statistical methods sufficient to interpret and make decisions based on a variety of housing and related studies.
Ability to:
- Communicate effectively both verbally and in writing.
- Plan, coordinate and administer the varied staff, activities and programs of a municipal department.
- Develop and maintain effective working relationships with staff, subordinate administrators, government officials at the local, state and federal levels, a variety of public and private agencies, and the general public.
Qualifications
Completion of a four (4) year college or university course of study with major coursework in business or public administration, urban planning or a related field, AND ten (10) years of administrative and supervisory experience in housing or public administration in an urban city.
