POSITION OVERVIEW:
The Texas Education Agency (TEA) is seeking a Grant Manager in the Grants Administration Division within the Department of Grant Compliance and Administration.  The position will serve as the grant manager for assigned federal and/or state grant programs. This individual’s work involves implementing program, fiscal and legal aspects of grant programs; planning, managing, and monitoring grant funds; developing requests for applications; providing consultative services and technical assistance to stakeholders. The grant manager must be organized, detail oriented, and committed to providing outstanding customer service. The professional selected for this position will report to the Grant Manager Supervisor, will work under minimal supervision with extensive latitude for the use of initiative and independent judgment and is expected to help the division meet its performance goals and support the agency in fulfilling its strategic priorities.

Flexible work location within the state of Texas may be considered for qualified candidates.

ESSENTIAL FUNCTIONS:
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Manages Discretionary and Formula Grants: oversee the coordination, research, and identification of sources of funds and creates FSAs to secure funds for agency grants, contracts, and reimbursements; receive and process federal GANs and state funding through the Annual Operating Budget (AOB)
2. Development of RFAs: participate in cross-functional work groups composed of internal stakeholders to develop program objectives, work plans, budgets, and other related financial details of grant applications 
3. Cross Functional Work: participate in cross-functional work groups composed of internal stakeholders to develop program objectives, work plans, budgets, and other related financial details of grant applications 
4. Customer Service: provide guidance and assistance to staff and the community regarding grant administration, compliance with conditions of grant, policies, and procedures, and conduct administrative grant manager responsibilities as applicable

 

Qualifications

 

MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited four-year college or university
Experience: At least three [3] years of experience in developing, negotiating, managing, or working with the program, legal, and/or fiscal aspects of federal and/or state grant programs or contracts
Substitutions: Education and experience may substitute for one another on a year-for-year basis. 

OTHER QUALIFICATIONS:
• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
• Knowledge of federal and state laws, regulations, guidance, and agreements pertaining to grants administration
• Knowledge of educational administrative regulations, uniform administrative requirements, cost principles, financial accounting rules, grant processes and procedures, and related resources
• Experience with electronic accounting systems and grant administration systems, including TCAPPs/TGIF, Expenditure Reporting (ER system), paper and eGrants; knowledge of TEA's grant systems and application processes preferred
• Advanced mathematical aptitude
• Meticulous attention to detail; strong proof-reading skills
• Highly skilled in Microsoft Office applications and PeopleSoft Financials
• Ability to communicate clearly, effectively, and appropriately, both verbally and in writing, with all levels of agency staff and external stakeholders; make high-quality training materials and present them effectively and professionally
• Highly organized; ability to manage multiple projects and meet deadlines in a dynamic environment
• A desire to self-reflect, give/receive feedback and continuously improve
• Ability to work as a contributing member of a team and foster positive and effective working relationships with a variety of individuals and groups, internal and external to TEA
• Capable of exercising independent judgment in planning, organizing, performing duties, and working under minimal supervision
