Position Summary
The Grant Specialist will provide grant management services for the Stockton Port District. The United States Environmental Protection Agency (EPA) has awarded the district federal grant funding under the Inflation Reduction Act for the Clean Ports Program to reduce air pollution at specific project locations by deploying zero‐emission equipment and infrastructure.
Position Requirements
- Ensure full compliance with EPA and Federal Grant regulations applicable to the project.
- Maintain a thorough understanding of 2 CFR 200, 2 CFR 1500, and 40 CFR 33 to guide grant‐related activities.
- Provide continuous monitoring and updates on changes in federal regulations affecting the grant administration.
- Assist the District and sub‐recipients in preparing and submitting all necessary grant reports and deliverables to meet federal and EPA requirements.
- Ensure timely and accurate completion of all reporting obligations in accordance with federal
guidelines. - Develop reporting templates and guidelines to streamline compliance for all involved parties.
- Provide expertise in federal grant accounting practices, ensuring compliance with all applicable
regulations. - Assist in the preparation, review, and submission of invoices and financial reports to maintain
transparency and accountability. - Conduct periodic reviews to confirm adherence to federal financial management standards.
- Guide sub‐recipients through federal grant procurement regulations outlined in 2 CFR 200.
- Ensure proper procurement procedures, competitive bidding processes, and documentation are maintained.
- Provide training and technical assistance to sub‐recipients on procurement best practices.
- Support the development of community engagement initiatives that align with federal grants
objectives. - Assist in creating and implementing community programs that enhance public participation and
awareness. - Foster collaboration between the District, sub‐recipients, and local stakeholders to ensure successful program outcomes.
Required Education and Experience
- Bachelor’s degree in accounting, business, or related fields.
- 2-4 years of experience in federal grants management.
- Knowledge of EPA federal laws, regulations, policies, procedures, and methods governing the evaluation of federal grants, i.e., 2 CFR 200, 2 CFR 1500, and 40 CFR 33
- Knowledge of federal accounting, invoicing, and procurement.
- Excellent written and verbal communication skills
- Proficiency with MS Office - Word, Excel, Teams, SharePoint; familiarity with JotForm but not required.
- Solid organizational and interpersonal skills.
- This position is remote primarily and has occasional on-site needs.
