This is a grant-funded position performing professional work assisting in the development, implementation and accounting of comprehensive municipal housing development programs and related financing programs. Work requires the skilled use of a personal computer to compose, edit and revise correspondence, memoranda and reports; the ability to quickly learn departmental procedures, policies and practices used to carry out position responsibilities; multi-tasking skills; familiarity with housing related business processes; the ability to properly apply federal regulations and accounting practices related to housing and redevelopment programs and procedures; and excellent customer service and interpersonal skills. An employee in this position must be able to exercise considerable independent sound judgment serving internal and external customers, answering routine and in-depth questions and/or providing presentations regarding organizational programs; must assist with the development of plans and procedures for effective housing programs; and is expected to exercise a high degree of professional discretion in situations involving sensitive or confidential information.

Salary: $52,696 - $83,733

To Qualify


Minimum Qualifications.
Applicants must:

  • Have graduated with a Bachelor’s degree from an accredited college or university, preferably with major course work in business administration, public administration, finance, accounting or a related field - or - relevant experience combined with education and training may be considered in lieu of a Bachelor’s degree.
  • Possess and maintain a valid Driver License.
  • Have some experience in government funded housing and community development programs, or a related real estate field.
  • Be familiar with State and Federal affordable housing related assistance programs defined by the Florida State Sadowski Act and State Housing Initiative Partnership (SHIP) program Rule 78 and the Federal 24-Code of Federal Regulations (CFR).
  • Have some experience in financial analysis.
  • Be highly proficient in typing and the use of a personal computer, including the use of Microsoft Office, Word, Excel and Outlook.
  • Be able to compose complete, well-written correspondence and documents.
  • Be able to understand and follow oral and written instructions.
  • Be able to communicate clearly and concisely, both orally and in writing, including presenting information, projects, proposals, ordinances and regulations to individuals, groups and organizations.

Desirable Qualifications. Preferred applicants:

  • Have some experience in housing and community development or a related field, preferably providing administrative support.
  • Have extensive experience with originating, processing, underwriting, and closing FHA, FNMA, FHLMC, and VA mortgage loans, including those funded with purchase assistance.
  • Have a comprehensive understanding of the principal and practices of real estate and real estate law (including bankruptcy, foreclosure, judgements, title, appraisals, contracts, disclosures, first and subordinate mortgage loans, closing documentation, homestead exemption, code compliance, zoning, etc.).
  • Are able to service loans by preparing monthly statements and letters and by assisting recipients via walk-ins and appointments; organizes, assigns, records and enters loan information for loans revoked by the City.
  • Are able to conduct applicant interviews to gather financial information required for loan or grant approval; completes preliminary mortgage applications and verifies and documents pertinent applicant information including employment history, income securities, mortgages, rents, deposits, and credit.
  • Have knowledge of the Community Reinvestment Act (CRA) as it applies to financing homeownership in low to moderate income census tracts.
  • Are able to efficiently and effectively multitask, responding to rapidly changing administrative, telephone and project demands.
  • Have experience in performing bookkeeping and using accounting principles.
  • Are able to perform detailed work involving written and numeric data and make mathematical calculations rapidly and accurately.
  • Have experience using Oracle eBusiness software.
