We are seeking a dynamic and hands-on HR Business Partner to support our Mechanical Specialty Services business, with a focus on recruiting and managing mechanical specialists for refinery turnarounds, shutdowns, and maintenance projects. This role is critical in ensuring workforce readiness, compliance, and employee engagement in a fast-paced, dynamic, and safety-sensitive environment.

Duties & Responsibilities
HR Operations and Field Support
- Act as the primary HR point of contact for mechanical specialists across multiple sites.
- Lead end-to-end HR processes including recruitment, onboarding, and offboarding for variable-hour mechanical specialists.
- Address employee relations matters, conduct investigations, and resolve workplace issues in accordance with company policies and employment laws.
- Ensure compliance with federal and state labor regulations (OSHA, FLSA, EEO, etc.) and maintain accurate documentation.
- Partner with project managers to forecast labor needs and support rapid mobilization and demobilization of field crews.
- Foster a positive, performance-driven culture that emphasizes safety, accountability, and retention in high-pressure environments.
Recruiting & Workforce Planning
- Coordinate and execute mechanical specialist recruiting activities, including job postings, resume screening, and interview scheduling.
- Maintain and update applicant tracking systems and candidate databases.
- Collaborate with leadership to assess project staffing needs and implement recruitment strategies to ensure timely placement of qualified mechanical specialists.
- Support short and long-term workforce planning efforts in alignment with project timelines and labor availability.
- Stay informed on industry trends and best practices in field recruiting and recommend process improvements.
- Conduct interviews, assess candidate qualifications, and perform background checks, license verifications, and reference checks.
- Develop and maintain accurate job descriptions based on project scope and labor requirements.

Minimum Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or related field or relevant work experience.
- 3+ years of HR or recruiting experience, preferably in construction, industrial services, or energy sectors.
- Demonstrated ability to build trust with field employees and frontline leaders.
- Experience with high-volume recruiting and onboarding in fast-paced, project-driven settings.
- Excellent interpersonal, communication, and problem-solving skills.
- Comfortable working in a fast-paced, field-based environment.
Additional or Preferred Qualifications
- Experience supporting startup or high-growth environments strongly preferred.
- Familiarity with refinery safety protocols, TWIC requirements, and site access procedures is a plus.
- Ability to thrive in ambiguity and build processes from scratch.
- HR certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR
Working Conditions / Physical Demands
This role requires in-office presence three days per week at a minimum, with occasional additional in-person attendance for key meetings and company events.
Travel Requirements
This position requires minimal travel and is primarily based at our Spring, TX office.
