The Chesterfield Community Engagement and Resources Department seeks an experienced professional to lead the Mobility Services program. We are seeking an ideal candidate who will employ a community collaboration, strengths-based, and solution-focused approach in all aspects of leadership and program oversight.
What You Do and How You Do It:
As the Alternative Transportation Manager, under limited supervision, the candidate will require considerable knowledge of public transportation management and urban and regional transportation planning principles and theories; of pertinent federal, state, and local laws, codes, and regulations; knowledge of service contract development and monitoring procedures. Ability to identify problem areas relating to service delivery and take corrective action. The day-to-day operations of policies and operational priorities related to transportation services, including enhancing service quality, reducing costs, meeting public utilization needs, and achieving excellent economic efficiency. Experience in finance, budget analysis, and grant writing. Creative marketing tools, website updates, and interaction with citizens of Chesterfield County. The candidate will create financial and rider reports using a Mobility Platform, Power BI program. Create/revise the Mobility Services Title VI policy. Collaborate with departments within Chesterfield County and external organizations to explore creative solutions to addressing transportation needs. Manage two full-time staff. Perform other work as required.
Here's What You Need:
- Bachelor’s degree in logistics/transportation, business, or public administration.
- At least three years of responsible experience in the public/paratransit transportation, including one year of supervisory experience; or an equivalent combination of training and experience.
- Considerable knowledge of public transportation management and urban and regional transportation planning principles and theories.
We are Looking for Ideal Candidates Who Have:
- Knowledge of how to apply pertinent federal, state, and local laws, codes, and regulations related to transportation programs.
- Knowledge of service contract development and monitoring procedures.
- Ability to identify and define problems, evaluate data, make recommendations, set objectives, and develop procedures.
- Experience in finance, budget analysis, and grant writing.
- Ability to negotiate contract terms and agreements.
- Prepare, monitor, and manage a budget.
- Excellent communication skills, both oral and written.
- Ability to develop and maintain effective working relationships with staff, elected officials, senior leadership, citizens, and diverse populations.
- Travel to regional and state-wide transportation seminars.
- The work is fast-paced, high-volume, and requires superior customer service, ethics, and focus on details.
- Quality work, dependability, flexibility, and professionalism is a must.
- Support other departmental initiatives and perform other work as required.
