Assess and certifies clients’ abilities, needs, and eligibility for Para-Transit services with Manatee County Area Transit (MCAT). Maintains communication with clients and conducts community outreach. Maintains documentation and prepares reports.
Working Conditions
Typical indoor office environment. Periodic outdoor field work required, possibly in adverse weather conditions. Sitting for long periods of time, working on computer. Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Periodically required to work other than normal business hours.
Job Description
Essential Functions

Manages ADA Para-Transit administrative services to ensure compliance with all Federal and State standards set by ADA, 1990.
Reviews and makes determinations on the eligibility of applicants to MCAT para-transit services. Evaluates applications for ADA Para-transit eligibility through applicant and medical professional information submitted to clarify functional limitations and abilities. Reviews and determines clients’ physical, cognitive, and mental eligibility, through research and functional assessments.
Develops and maintains ADA applications and medical documentation forms, as well as official county eligibility determination letters to clients, medical professionals, and agencies that directly or indirectly apply for ADA Para-transit services.
Provides travel training for passenger on buses and bus stops. Reports to management where bus stops or pads are needed for compliance with federal guidelines.
Maintains open communication with clients, potential clients, and other stakeholders, including prompt and accurate response to phone requests, inquiries, concerns, and complaints.
Conducts community outreach and presents ADA Para-Transit eligibility guidelines, procedures, and available services to local community groups, the public, and medical facility personnel.
Represents MCAT at public meetings, conferences, workshops, and community outreach events. Prepares briefs and presentations on ADA compliance, guidelines, and procedures.
Assists, maintains, and participates in the local ADA grievance appeals process.
Supervises, coordinates, and trains other county staff to assist in data entry, client monitoring, application filing, and bus training.
Assists in the county fiduciary responsibility by reducing the budgetary burden of the high-cost door to door service usage with continued re-certification of ADA and Transportation Disadvantaged clients.
Prepares monthly Para-transit data collecting reports.
Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise. Upon approval, attends educational events that will increase professional knowledge and be otherwise beneficial to the County.
Performs other related work (including weather or other extreme emergency duties) as required.
Minimum Qualifications
Bachelor’s degree in business administration, human services, social services, or a related field.
3 or more years of experience in para-transit administrative service.
Valid driver license required, with valid Florida driver license required within 30 days of hire.
A comparable combination of education, training, and work experience that provides the requisite knowledge, skills, and abilities for this position may be substituted for the minimum qualifications.

Working knowledge of medical terms, disabilities, prescription drugs, symptoms, and prognoses.
Working knowledge of Medicaid, Medicare, and related programs that may be used to fund certain transportation services.
Intermediate knowledge and understanding of public transit administration, including back knowledge of transit operations.
Good knowledge and understanding of regulatory compliance necessary to successfully perform job duties, including Federal and State transit guidelines and audit procedures.
Good knowledge and understanding of computer applications and software programs required to perform job duties, including Transit Specific Trapeze Computer Program.
Good written and verbal communication skills and interpersonal skills, including public presentation skills, in order to interact professionally and effectively with co-workers, management, elderly clients and clients with special needs, community partners, government regulators, and other stakeholders. Able to explain facts, policies, and practices.
Capable of working independently with general supervision.
