Treatment Director Summary: Responsible for all operations of licensed outpatient therapy and counseling services including facilitation of withdrawal management services. Provide oversight to the strategic development and maintenance of substance use disorder, mental health disorder and behavioral health treatment programming in outpatient, residential, and community-based settings in accordance with Minnesota Statutes and NSR policy.
Treatment Director Essential duties and responsibilities:
Licensing & Programming
- Manage professional operation of the program and staff
- Organizational and therapeutic culture in a professional structure
- Community Care Meetings i.e. R.A.I.S.E. as our therapeutic peer culture and recovery community experience; optimizes the client experience
- Design and implement client retention strategies
- Direct client services, as needed (served as back up for some operations)
- Manage intakes and admissions consistent with Admission goals
- Facility needs such as equipment, facility repairs and supplies.
- Oversight of nursing, technicians, house keeping, intake/admissions, counselors, transportation, and kitchen; including human resources, finance/budgeting, facilities and maintenance, administrative support services, client services support, contracted services, and information technology. Work with COO to proactively address and meet areas of operational needs
- Monitor department budget: track expenditure report and obtain authorization for non-budgeted staff and escalate crucial and urgent maintenance issues to your supervisor & COO
- Ensure all drills are completed as scheduled
- Maintain program compliancy with Minnesota Rule 245G & 245I regulations
- Maintain and update program policy manual and supporting documentation to remain compliant with licensing agencies.
- Implement program policies and procedures
- Participate in coordination and execution of marketing and networking initiatives
- Develop and maintain program curriculum reflective of population needs
- Provide quality assurance through assessment of fidelity and outcome measures and implementations of improvement initiatives
- Regular Quality Assurance meetings with upper management
- Assure documentation compliance through administration of consistent chart audits
- Provide or delegate clinical supervision appropriately
- Facilitate and document weekly clinical consultation
- Chair program staff meetings
- Coordinate and facilitate staff development trainings in compliance with MN Statue 245G/245I/245F
- Work with Compliance Officer, Chief of Programs & Services, and HR to ensure timely staff completion of required and ongoing trainings
- Maintain staffing ratios compliant with co-occurring treatment and withdrawal management requires
- Assign clinical case load
- Coordinate with office staff to manage administrative issues as needed
- Work with HR to ensure that personal files are compliant to MN 245G/245F including training, supervision, and disciplinary actions.
- Delegation of responsibilities as appropriate and within clinical competencies
- Maximize billing and revenue for all billable services in a timely manner.
- Maintain knowledge and compliance with all relevant state and federal laws and rules for SUD and Co-occurring Licensed Treatment Facilities and IOL Statutes, clinical standards, and evidenced-based practices. Work with upper management, the Director team, and the Compliance Officer on the standardization and uniformity of standards.
- In conjunction with Compliance Officer and Clinical Supervisor ensure regular chart audits of the client clinical records for timely, thorough and accurate documentation and billing.
- Attend Clinical Case Consultation Meetings to support the Clinical Supervisor.
- Assist with executing meeting agenda if needed:
- Discharge reviews; follow discharge guidance
- Client transitional/aftercare reviews
- Behavioral management (restorative approaches)
- Case Reviews
- New Clients
- Guide the clinical team regarding community and referral support
- Oversee and assist as necessary in the recruitment, hiring, training and retention of program staff, volunteers, and interns
- Attend other relevant program and company meetings as assigned.
- Other duties assigned by supervisor or senior management.
Supervision:
- Ensures that clinical services provided meet NSR best practice standards and that financial and budgetary objectives are met.
- Conduct annual employee performance reviews for staff members supervised; administer performance coaching and corrective action when necessary.
- Ensure that employees are supervised according to licensing agencies, Serve as billing and clinical supervisor for outpatient SUD MH and BH team, including Mental Health practitioners, clinical trainees and interns.
- Ensure consistent treatment methodology and curriculum across all treatment services.
- Ensure that all licensing documentation, including continuing education/training is maintained in compliance with Minnesota Statues
- Ensure the supervision plan must be developed by the supervisor and the supervisee. The plan must be reviewed and updated at least annually. For new staff the plan must be completed and implemented within 30 days of the new staff person's employment.
- Provide oversight to the treatment team, when necessary.
- Ensure staffing levels are appropriate (no more than six supervissees in face to face supervision)
Treatment Director Continuing Education and Training:
- Stay current regarding professional research, techniques, etc.
- Complete continuing education courses in current treatment concepts and methods as required by the State of Minnesota to maintain professional license.
- Attend in-house training and staff meetings.

Treatment Director Minimum Qualifications:
- Must be at least 18 years of age
- High school diploma or GED
- A bachelor’s degree (masters preferred)
- Hold current LADC or Mental Health Professional licensure that’s valid in the state of MN (dually license preferred)
- Baccalaureate degree or at least 3 years of experience of management or supervision within human services
- 1 or more years of work experience in direct service or management of direct service to individuals with substance abuse problems
- If providing clinical supervision, the Program Director should have 3 or more years of experience of direct service provision
- Knowledge and understanding of Minnesota 245G and Minnesota Statutes, chapter 245A (Human Services Licensing Act), and sections Minnesota Statutes, chapter 260E (Maltreatment of Minors Act), 626.557 (Vulnerable Adults Act- VAA), and 626.5572 (VAA Definitions)
- Consent to background check and be cleared by DHS to work within a human services program
- Ability to handle stressful situations in a professional manner
- Ability to maintain strict confidentiality and boundaries

- Must be free from problematic chemical use including strict adherence to NSR’s drug free workplace policy.
- Comply with all 245G/245I/245F, MN Statute 148F.165, all other governance statutes as applicable & all program policies and procedures including Client Needs, and acknowledge understanding of Client Rights, per MN Rule 31, part 4747.1500.
- Must be able to demonstrate flexibility in work hours and responsibilities to accommodate team members' scheduling needs or unexpected situations.
