The Business Improvement & Innovation (BI&I) team sits within Operations Group and works across Customs to improve how services are designed, delivered and experienced. We partner with operational and corporate teams to understand customer and staff pain points, define problems properly, co-design practical solutions, and deliver measurable benefits for trusted travellers, traders and our people.

About this role | Mō tēnei tūranga mahi

As a Business Analyst in BI&I, you will bring structured analysis and advice to a varied programme of strategic and operational work.

You will work alongside Senior Advisors, other Business Analysts and teams across Customs to understand business problems, analyse the current state and define business and user requirements. You will use evidence, data and user insight to identify root causes, assess options and help design practical improvements across people, processes, information and technology.

This is a role for someone who enjoys working through complexity, asking the right questions and presenting analysis in a way that is clear to both technical and non-technical audiences. You will contribute across the lifecycle of initiatives, from early discovery and problem definition through to design, delivery and implementation.

This permanent role is based in Wellington and reports to the Manager, Business Improvement & Innovation. For the right candidate, consideration may be given to the role being based in Auckland. The role may require domestic travel, including occasional multi-day trips.

The salary range for this position is $107,897 to $139,999, with a midpoint of $124,015.

  • Work with stakeholders to understand business problems, user needs, constraints and opportunities.

  • Undertake discovery and analysis to define problems, identify root causes and document business, user, functional and technical requirements.

  • Analyse current-state processes, customer journeys, data and technology, and clearly present findings to stakeholders.

  • Develop and assess practical solution options, including benefits, costs, risks and impacts across people, processes, information and technology.

  • Work with operational teams, subject matter experts and other stakeholders to co-design future-state solutions that improve effectiveness, efficiency and customer or staff experience.

  • Produce clear, high-quality documentation and support agreed changes through design, delivery and implementation.

We are looking for someone who can bring structure to complex problems, work constructively with a range of people and turn evidence and stakeholder input into clear requirements, options and practical recommendations.

You will bring:

  • Demonstrated experience in business analysis, including requirements elicitation, process analysis and future-state design.

  • Experience contributing to business improvement, service design or change initiatives that have delivered tangible benefits for customers, staff or the organisation.

  • Strong problem-solving and analytical skills, including the ability to use qualitative and quantitative evidence to define problems, identify root causes and develop practical options.

  • Strong communication and stakeholder engagement skills, with the ability to explain complex information clearly and build trust with operational teams, subject matter experts and other stakeholders.

  • Experience gathering and documenting business, user, functional and technical requirements, and considering the people, process, information and technology dimensions of change.

  • Practical knowledge of relevant disciplines such as business analysis, Lean, continuous improvement, service design or human-centred design, together with experience working within a formal project environment.

Experience working in, or closely with, an operational environment would be an advantage. Knowledge of Customs, its legislative framework and operating environment would also be advantageous.

To work for the New Zealand Customs Service you must:

  • Be a New Zealand Citizen or New Zealand Permanent Resident

  • Reside in New Zealand at the time of application

  • Have resided continuously in New Zealand for the last five years*

  • Be able to obtain and maintain an organisational security clearance

  • Pass a pre-employment drug test and have a clear Police record

This position also requires you to obtain and maintain a Confidential-level national security clearance, so your background must be verifiable and able to be assessed as suitable for this level of clearance.

*Any exceptions to this will need to be discussed with the recruitment team to assess whether you will still be eligible to meet the Organisation's Security Clearance application criteria.
