As an Technical Business Analyst/Analysis Development Officer, you will be the go-to liaison between the GCSB, NZSIS and the technology that powers our intelligence‑analysis capability.

You won't be working in a silo; you will be side-by-side with our Analysts, uncovering the friction points in their day-to-day workflows and transforming those challenges into elegant, data-centric solutions. Your mission is to lift the entire organisation's analytical capability leveraging AI and emerging technologies to make it faster, smarter, and future-ready

What you will do:

  • Bridge the Gap: Partner with subject-matter experts to translate complex analyst needs into clear, high-impact technical specifications.
  • Build the Future: Use your knowledge of our technology stack to prototype and roll out tools that accelerate and scale intelligence analysis.
  • Drive Innovation: Stay ahead of global data-analytics trends, evaluating emerging techniques to embed world-class tradecraft across the NZIC.
  • Expand the Horizon: Lead the end-to-end ingestion and validation of critical new data sources, ensuring they are high-quality and mission-ready.
  • Collaborate Across Disciplines: Act as the glue between analysts, engineers, project managers, and senior leadership to deliver seamless capabilities.

  • BA Expertise: You are a master of gathering requirements and scoping solutions that technical teams can actually build.
  • Change Champion: You don't just deliver a tool; you drive the process improvement and training needed to make sure people actually use it.
  • A data native: You speak the language of ETL, schemas, and ontologies fluently and can translate that for non-technical stakeholders.
  • Compliance Mindset: You understand the critical importance of legal rules regarding data collection, use, and disposal in a national security context.
  • Analytical Intuition: You have a familiarity with the intelligence cycle and modern investigative tools, or the aptitude to master them quickly.
  • Problem‑solving mindset: use technology as a catalyst, delivering programmes and small‑scale projects on time.
  • Strategic Judgement: You can balance the urgency of day-to-day "quick wins" with the necessity of long-term capability growth.

Before you apply

Working within our unique environment means we have to ensure you're eligible for employment.

You must:

  • Have been a New Zealand Citizen for at least 10 years OR hold a current NZ Residency Class Visa and ideally have been a citizen of the UK, USA, Canada or Australia for at least 10 years,AND
  • Be eligible to obtain a Top Secret Special (TSS) security clearance
    • Ordinarily, this means you'll have a 15 year checkable background in countries NZSIS Vetting can make meaningful and reliable checks.
