Business Development Executive – Government
Job description
The Business Development Executive – Government is responsible for driving organizational growth by identifying, qualifying, and capturing new business across public sector entities, including federal, state, and local (SLED) government agencies. Reporting directly to the Director of Sales, you will lead early-stage capture and pipeline generation, combining proactive outbound prospecting and relationship building with prime contractors/agency buyers, monitoring procurement portals, and rapidly qualifying inbound public sector inquiries.
Essential Duties and Responsibilities
- Government Opportunity Identification & Qualification: Monitor public procurement portals (SAM.gov, state/local e-procurement sites, cooperative purchasing schedules) to identify, analyze, and qualify relevant RFPs, RFIs, RFQs, and solicitations.
- Outbound Public Sector Prospecting: Source and discover new opportunities by engaging procurement officers, small business liaisons, program managers, and prime contractor partners through targeted outreach and industry networking.
- Capture Strategy & Teaming: Lead early capture efforts by identifying strategic teaming arrangements, sub-contracting avenues, and joint venture opportunities to position LSA competitively prior to solicitation releases.
- Proposal & Bid Collaboration: Partner with Sales Enablement, pricing, and service delivery teams to craft compliant, winning responses, ensure pricing alignment, and provide voice-of-the-customer insights for government submissions.
- Consultative Agency Selling: Conduct discovery sessions and capabilities briefings with agency decision makers to evaluate their language access and communication mandates (e.g., Title VI, Section 508 compliance).
- CRM & Contract Vehicle Tracking: Maintain meticulous records of capture status, agency touchpoints, contract vehicles, and pipeline forecasts within Microsoft Dynamics.
- Other duties as assigned or required.
Preferred Qualifications
- Proven track record of hitting pipeline generation and capture targets within federal, state, or municipal government spaces.
- Solid understanding of public procurement lifecycles, government contracting regulations (FAR/DFARS), and common purchasing vehicles (GSA Multiple Award Schedules, IDIQs, BPAs).
- Exceptional verbal, written, formal briefing, and consultative presentation skills.
- Experience collaborating on formal RFP/RFI proposal development and teaming agreements with prime and sub-contractors.
- Strong pipeline discipline and organizational skills using Microsoft Dynamics CRM to manage long-cycle public sector procurement workflows.
