The Insurance Commission of Western Australia is a state-owned Government Trading Enterprise that provides motor injury insurance to 2.7 million Western Australian motorists and manages the self-insurance arrangements of the Western Australian Government. The Insurance Commission is a major self-funded statutory authority at the heart of the Western Australian community.

The Opportunity

We are excited to offer two permanent Program Manager opportunities within our Technology Transformation function.

The Program Manager will lead complex, enterprise-scale technology programs, bringing clarity and momentum to interdependent workstreams and keep delivery firmly focused on governance, business readiness, benefits realisation and sustainable outcomes. Working collaboratively across business and technology teams, the Program Manager will build trusted relationships, influence senior stakeholders and foster a culture of continuous improvement. In doing so, the Program Manager will help turn ambitious strategies into solutions that transition successfully into business-as-usual operations, supporting the Insurance Commission’s strategic objectives and bringing our values of Care, Courage and Collaboration to life.

About You

You are a strategic and delivery-focused program leader who can bring structure, momentum and accountability to complex technology transformation. You communicate with clarity, navigate competing priorities confidently, and work collaboratively to turn organisational objectives into practical, sustainable outcomes.

You will bring demonstrated experience in:

  • Leading complex, enterprise-scale technology programs using Agile, SAFe and/or hybrid delivery approaches, with a strong record of transitioning outcomes into business-as-usual operations.
  • Developing and executing integrated program plans across scope, schedule, budget, resources and quality, including the coordination of multiple interdependent workstreams.
  • Applying robust program governance and managing risks, issues and dependencies in line with IT and organisational standards.
  • Defining and tracking KPIs, benefits and value realisation outcomes to maintain focus on measurable organisational results.
  • Managing vendors and delivery partners against service levels, deliverables and contractual obligations.
  • Engaging, influencing and negotiating with stakeholders at all levels while building collaboration across business and technology teams.
