GENERAL DESCRIPTION:

The Wyoming Arts Council Grants and Administration Manager serves as the primary administrator for the Arts Council's grant program, including oversight of the online grant management system, administration of the grant award process, reporting and tracking, and ensuring adherence to federal and state audit and granting regulations. This position also oversees the Arts Council's annual National Endowment for the Arts grant, including drafting and submitting the application, completing final reports, and submitting reimbursement requests. In addition, this position provides administrative support for Arts Council programs and services.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
  • Manage the Arts Council's grant program. Oversee the online grant management system, including the setup, updating, and implementation of individual grants and corresponding final reports, generate and maintain reports, including the Federal Final Descriptive Report for the National Endowment for the Arts and those needed by the staff and board, troubleshoot and resolve issues and changes.
  • Oversee and track grant awards and expenditures, including creating grant contracts, issuing payments, tracking the grants budget, creating and maintaining fiscal documentation and records for federal and/or state audits.
  • Responsible for maintaining knowledge of and following current granting, contract, and fiscal rules and regulations at the state and federal levels to ensure eligibility and compliance.
  • Serve as the primary point of contact for constituents about the Arts Council grant program, including generating and sending correspondence, providing information for press releases, social media, and website updates regarding grant opportunities, applications, and final report statuses.
  • Generate information for grant review panels, Arts Council staff, and the board for review and recommendation on grant funding. Provide information, assistance, and technical training to constituents and staff. Disseminate and collect information to grantees regarding state and federal audit requirements.
  • Assist in auditing grant/contract recipients by participating in State and Federal programs and financial audits of grant programs.
  • Oversight and tracking of the Arts Council's annual grant to the National Endowment for the Arts (NEA). Compile information from Arts Council staff and complete and submit the grant application and final report. Work with the Arts Council manager on setting up budgets and tracking expenditures.
  • Responsible for submitting reimbursement requests by federal and SPCR guidelines. Assist the Arts Council manager in the research and development of yearly federal and state budgets. Serve as the Arts Council 504 Accessibility Coordinator.
  • Provide administrative support for Arts Council programs and services. Manage the operations of the Arts Council office, including performing and maintaining an inventory of office supplies and equipment, and ordering necessary materials. Serve as the Arts Council point of contact with SPCR Accounting for travel, reimbursements, expenditures, invoices, payments, contracts, direct bills, and deposits.
  • Oversee vendor services for the Arts Council, including payment forms, contracts, W9s, vendor status, and be trained in SAO and AG systems. Manage digital and hardcopy program retention schedules for archive records.
  • Manage incoming and outgoing mail, including bulk mailings, and manage correspondence from Arts Council constituents. Verify monthly budget reports.
  • Manage or assist with other tasks for the good of the Arts Council and/or SPCR, as assigned. Assist as needed with planning and carrying out other Arts Council and SPCR conferences, gatherings, annual or special events. ·Serve on committees for the Arts Council and SPCR as assigned.

Qualifications



PREFERENCES:

Preference may be given to applicants with 3 or more years of state and/or federal grant/contract procedures and with excellent organization, computer, and time management skills.

KNOWLEDGE:


  • Knowledge of pertinent laws and program funding policies, as well as grant regulations, policies, procedures, and guidelines.
  • Knowledge of contractual and grant monitoring procedures, as well as principles and practices of public and business administration, including the administration of online grant systems.
  • Knowledge of government accounting and financial management principles and procedures, as well as budgeting practices and procurement requirements.
  • Skill in the use of personal computers and software, including spreadsheets, databases, and word processing.
  • Ability to analyze situations accurately and recommend an effective course of action, as well as the ability to gather data, analyze facts, and make accurate decisions; Ability to read and interpret program rules and policies.
  • Ability to establish and maintain effective relationships with grant recipients and with local, state, and federal agencies.
  • Ability to be extremely organized and manage large amounts of grant-related information, as well as work with interruptions from staff and constituents.
  • Ability to train staff and constituents on grant programs.

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Business)
Experience:
0-2 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist I
OR
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist I

Work is primarily performed in an office setting. Some travel is required.
