Position Summary

The Grant Specialist will provide grant management services for the Idaho Department of Commerce (Commerce) and Office of Broadband (IOB) and will be responsible for deploying ARPA, CPF, and BEAD grant programs. In this role, you will create, develop, and provide management of grant accounting processes and financial oversight to ensure federal grant compliance.


Position Requirements


  • Develop and oversee a robust internal control structure (including providing policy and procedures and standard operating procedures as necessary) and risk management process to ensure compliance with federal and state requirements and all applicable Federal and State Laws.
  • Assist in preparing and/or reviewing required reporting documents to the federal granting authority and providing any internal and external auditors as requested, or any documentation required by each Grant Program requirement and Office of Management and Budget (OMB) guidance.
  • Assist in drafting responses to internal and external audit inquiries, including providing Corrective Action Plans that may be required for Commerce or subrecipients.
  • Prepare and present status reports to the Idaho Department of Commerce as requested.
  • Develop an overall timeline for financial processes through completing the CPF/BEAD project.
  • Develop internal control and SOPs for grant management.
  • Ensure alignment with federal guidelines and budget modifications. Ensure the planned project aligns with the rules and regulations set by the funding agency (NTIA for BEAD or federal grant guidelines for CPF).
  • Assist with or review the development of detailed budgets for program expenditures for IOB.
  • Collaborate with Commerce and third-party vendors for grant and program administration to ensure expenditures align with approved budgets and allowable cost principles when needed.
  • Assist with implementing structured approval processes for reimbursement requests, verifying that costs are reasonable and compliant with federal guidelines.
  • Assist with or review ongoing expense monitoring and ensure it aligns with approved budgets, including providing regular financial reporting to the Idaho Department of Commerce.
  • Perform financial monitoring of subgrantees to ensure adherence to budgets and audit requirements, including reviewing audit reports to evaluate the risk of unallowable expenditures or fraud, waste, and abuse as it relates to successful single audit preparation and compliance.
  • Coordinate with Commerce and third-party vendors for grant and program administration for audit responses and prepare necessary documentation for external oversight to ensure that Commerce successfully passes audits.
  • Review previous federal reports submitted to the granting agency for accuracy, and, if necessary, recommend appropriate actions to address any identified issues.
  • Provide assistance in identifying and recommending grant accounting software specifications for existing and potential new software solutions to the IOB for improved grant management.
  • Train staff on processes and procedures implemented on an as-needed basis.

Required Education and Experience

  • Bachelor’s degree in accounting, business, or related fields.
  • Minimum 4+ years of experience in federal grants management.
  • Knowledge of the overall grant cycle, Uniform Grant Guidance, all assistance listings funded and utilized, and the substantial work required to run a successful grant program.
  • Knowledge of single audit requirements to assist the client with preparation for required single audits.
  • Knowledge of federal laws, regulations, policies, procedures, and methods, i.e., 2 CFR 200.
  • Knowledge of federal accounting procedures is a plus.
  • Excellent written and verbal communication skills
  • Proficiency with MS Office - Word, Excel, Teams, SharePoint; familiarity with JotForm but not required.
  • Solid organizational and interpersonal skills.

  • This position is remote primarily and has occasional on-site needs.
