DIVISION – TEXAS ENERGY FUND

The Texas Energy Fund (TxEF) Division administers grant and loan programs established by the Texas Legislature to enhance electric generation reliability across the state. Created by Senate Bill 2627 and approved by Texas voters in 2023, the TxEF provides up to $10 billion in funding to support the construction, maintenance, modernization, and operation of dispatchable electric generating facilities. The division is responsible for implementing, administering, and monitoring four distinct TEF programs and ensuring compliance with statutory requirements, programmatic caps, and legislative deadlines.

Do you want to play a key role in supporting statewide energy funding programs that strengthen Texas’ electric infrastructure? The Texas Energy Fund Division has an opportunity for a TEF Grant Specialist to help administer and oversee grant and loan program that drive energy resilience and reliability across the state.

This position is responsible for reviewing loan and grant applications, drafting and managing agreements, monitoring project performance, and ensuring compliance with TEF program requirements, applicable statutes, and agency policies. The role works closely with applicants, internal teams, and external stakeholders to provide guidance track funding activities, and support accurate reporting. It’s an excellent opportunity to make an impact by supporting programs that enhance Texas’ energy future while developing expertise in grants administration, compliance, and process management.


Qualifications


The ideal candidate should possess the following minimum qualifications:

Grant Specialist II
Bachelor’s degree or higher in business administration, public administration, finance, accounting, economics, political science, or a related field, and minimum of two (2) years of full-time professional experience in grants or loan program administration, compliance monitoring, contract administration, or financial review.

Grant Specialist III
Bachelor’s degree or higher in business administration, public administration, finance, accounting, economics, political science, or a related field, and minimum of three (3) years of full-time professional experience in grants or loan program administration, compliance monitoring, contract administration, or financial review.

Grant Specialist IV
Bachelor’s degree or higher in business administration, public administration, finance, accounting, economics, political science, or a related field, and minimum of four (4) years of full-time professional experience in grants or loan program administration, compliance monitoring, contract administration, or financial review.

Preferred Qualifications:

  • Experience administering or monitoring state or federal grant or loan programs, including compliance oversight and financial review.
  • Experience with electric generation, utility infrastructure, or other energy-related projects.
  • Experience with state procurement, contracting processes, and financial systems.
  • Experience analyzing and interpreting statutes, rules, and program guidelines to ensure compliance.

WORK SCHEDULE
The PUCT operates on a standard work schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m. Employees may request an alternative work schedule in accordance with the PUCT's Alternative Work Schedule Policy. Approval of such requests, including any form of telecommuting, is at management's discretion and based on the business needs of the agency and the requirements of the position.

New employees must complete a 90-day period of employment before being eligible to request telecommuting.

VETERAN’S PREFERENCE
Veterans, Reservists, or Guardsmen with a Military Occupation Specialty (MOS) or additional duties that fall in the fields listed in the below link who meet the minimum qualifications are encouraged to apply.

Military Crosswalk for TEF Grant Specialist

If you qualify for a Veteran Employment Preference, it is mandatory that you provide the required documentation with your State of Texas Application. Salary commensurate with qualifications. The salary of an ERS Retiree or non-contributing member may be 6% less than the recommended salary.

  • The PUCT participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee’s Form I-9 to confirm work authorization.
  • The Public Utility Regulatory Act imposes certain restrictions on PUCT employees’ investments, professional activities, and relationships with public utilities, with some limited exceptions. PUCT employees are also prohibited from having a financial interest in a public utility, an affiliate of a public utility, and a person a significant portion of whose business consists of furnishing goods or services to public utilities or affiliates.
