INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. The successful candidate may be required to pass a job-related physical evaluation.

The ideal candidate would have five plus years of purchasing and contracting experience, preferably in a public sector or utility setting; have previous supervision experience; have preview experience sourcing and contracting for IT software, services and hardware; possess knowledge of NRS 332 and/or 338; have experience with drafting contracts and leading solicitations (RFPs, SOQs, or ITBs) for services and products; be familiar with COUPA; and exhibit excellent communication, people, and negotiation skills.
GENERAL PURPOSE
Under direction, plans, organizes, supervises and participates in the work of a team engaged in performing centralized purchasing and contracting for goods and services for the District, Southern Nevada Water Authority (SNWA), Springs Preserve (LVSP), Big Bend Water District (BBWD) and other small systems in compliance with District/SNWA policy and legal requirements of the Nevada Revised Statutes (NRS) and other laws and regulations; and performs related duties as assigned.
DESIRED MINIMUM QUALIFICATIONS
Knowledge of:
Principles, practices, methods and techniques of public agency purchasing, including specification development, competitive bidding and contracting procedures; District/SNWA purchasing and contracting policies and procedures; Nevada Revised Statutes 332 and 338 and other state and federal law and regulations governing areas of responsibility; general concepts, principles and methods of supply chain management; typical types and sources of equipment, products, commodities and services used by a large, complex water utility; research methods and statistical and financial analysis techniques applicable to the work; uses and operations of enterprise purchasing, inventory management and related systems; basic principles and practices of project management; principles and practices of effective business communication; correct English usage, including grammar, spelling and punctuation; standard principles and practices of customer service and customer service etiquette; principles and practices of effective supervision; District human resources policies and labor contract provisions.
Ability to:
Plan, organize and evaluate the work of assigned staff engaged in purchasing and contracting for goods and services to meet operational requirements; analyze complex purchasing and contracting requirements, processes, information and issues, evaluate alternatives, reach sound conclusions and make appropriate recommendations; operate a computer and use standard business software and complex enterprise purchasing and related systems; understand, interpret, explain and apply local, state and federal law, codes, ordinances and regulations governing purchasing for all types of goods and services; present recommendations clearly and logically; communicate clearly and effectively orally and in writing; negotiate effectively on behalf of the District/SNWA with suppliers and contractors; use tact, discretion and diplomacy in dealing with concerned customers, contractors and suppliers; establish and maintain highly effective working relationships with managers, supervisors, employees, staff of other entities, suppliers and others encountered in the course of the work.
Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a college or university with major coursework in business administration, public administration, finance, operations management or a related field; and five years of increasing responsible professional experience in purchasing and contracting for a variety of supplies, materials, services and equipment; or an equivalent combination of training and experience. Experience in a public agency or utility setting is highly desirable.
Licenses; Certificates; Special Requirements:
A valid Nevada driver's license and ability to maintain insurability under the District's Vehicle Insurance Policy may be required for certain assignments.
Certification as a Certified Purchasing Manager or Certified Public Purchasing Officer or Certified Professional in Supply Management is desired but not required.
