Job Description:
This position will function directly under the Division Administrator of the Planning and Development Division, supervise, and administer planning processes and grant writing, implementation and/or administration of statewide, agency, and division programs. This position will be responsible for direct supervision of staff assigned and may act as the Division Administrator in his/her absence regarding decision making within the Division. Additional administrative tasks may be assigned by the Division Administrator; may perform other work as required.

JOB DUTIES: Administer and coordinate activities regarding planning and grant writing for the agency in parks and natural resource arenas, including but not limited to:
Supervise planning and grants team, with input from Division Administrator.
Research, collaborate and submit grant applications for agency capital development efforts.
Leads planning processes for park planning endeavors such as park master plans, park development plans, park tactical plans, trail plans, design charrettes, and recreation resource planning for fish and wildlife departments.
Liaison between local, state and federal partners in regard to joint planning processes.
Assists Division Administrator in agency-wide planning endeavors such as strategic planning, division tactical planning, and recruitment/retention/reactivation planning.
Leads and/or assists in design of surveys, other data gathering, and analysis efforts needed to provide administrators with adequate information to assist in decision-making process.
Assist in oversight of federal aid programs including National Park Service Land and Water Conservation Fund Program and Recreational Trails Program.
Serves as agency representative on a variety of inter-agency planning and coordinating committees and provides agency input to recreation and resource related management and planning efforts.
Facilitates different public participation processes for agency-wide efforts.
Provides reports and talking points for the public to upper administration and Board of Commissioners in regards to planning projects and grants. May conduct presentations to the Board of Commissioners.
Assists in creating and tracking budget for division with sound fiscal responsibility.
Requirements / Qualifications:
Minimum Qualifications: Bachelors degree in an area related to division functions plus five years related experience. OR A Masters degree in an area related to division functions plus three years experience.
KNOWLEDGE, SKILLS, & ABILITIES: Extensive knowledge of planning principles, natural resources management principles, goals and objectives; consensus building and coordination efforts internally and externally; research, statistics, surveying, budgeting processes; and state statutes and regulations as they relate to fish, wildlife and park resources. Ability to communicate effectively both written and oral with Division Administrator and all colleagues, partners, and the public; grant writing experience and understanding of federal aid administration procedures; set and articulate clear goals and objectives; ability to prioritize work assignments, evaluate and analyze research needs and develop and implement recommendations for improvement; supervise the work of others; maintain effective working relationships with federal, state and local officials, other agency personnel and the public.
